Sailing Instructions
– 2008
1.
RULES: The Duck Island Yacht Club (DIYC) One Design
Series will be governed by the Racing Rules of Sailing (RRS)
2005-2008, the prescriptions of the United States Sailing
Association, the rules of the applicable one design classes, the
rules of the applicable class fleets (except as any altered by these
sailing instructions), and by these sailing instructions.
2.
ENTRIES: Eligible vessels must be entered by filing a
completed registration form and paid a full entry fee with DIYC.
3.
SAFETY: U.S. Coast Guard approved personal flotation
devices must be worn properly (zipped and/or tied) at all times on
the water by JY15 and Laser class sailors.
4.
NOTICES TO COMPETITORS:
Notices to competitors will be posted on the official notice
board located on the parking lot level at the front of DIYC by 1730
on the night that the change will take place.
5.
THE COURSE: The course for each race will be displayed by
the Race Committee (RC) prior to first gun for each race. Courses
will be Windward/Leeward. The letter "E" will designate the Etchells
course, the letter "J" will designate the JY15 course and the letter
“L” will designate the Laser course. A number below the applicable
letter will represent the number of laps to be sailed. Course 1 = 1
lap, course 2 = 2 laps, etc. All marks are to be left to
Port unless otherwise signaled with the addition of the letter S
after the course number posted on the course board to indicate that
for that race, all marks except the start/finish are to be left to
Starboard.
6.
SIGNALS MADE ASHORE: Announcements made ashore will be
through the One Design PRO and/or the Etchells, Laser and JY15 Fleet
Captains.
7.
SCHEDULE OF RACES: The first warning signal will be at
1830. All vessels must sail be the RC boat to check in prior to
their first race sailed. A minimum of 3 vessels is required to start
a race for each class. Multiple races are planned.
8.
CLASS FLAGS: The
following numeric flags will be displayed prior to the warning
signal for the applicable class:
JY15 = One, Laser = Two, Etchells = Three.
9.
MARKS: The start/finish mark for all classes will be an
orange cylindrical mark. All marks for the JY15s and Lasers will be
orange. All marks for the Etchells will be yellow. RC may change
this at any time with verbal announcements on the water. No boat
may pass between the signal boat and start/finish mark unless they
are in the process of starting or finishing.
10.
THE START: Races will be started in accordance with RRS
Appendix Q3. The starting line will be between an orange flag
located on the RC boat and the nearest orange cylindrical mark. All
vessels not in their starting sequence must stay clear of the
starting line.
11.
THE FINISH: The JY15s finish line will be between the
orange flag located on the RC boat and the nearest orange
cylindrical mark. All vessels not finishing must stay clear
of the finish lines.
12.
ALTERNATIVE PENALTY: Should a competitor foul another,
JY15’s and Lasers will use a 360 degree penalty system. This
modifies RRS rule 44.1
13.
TIME LIMIT: The time limit for the first finisher will be
45 minutes for the JY15’s and Lasers and 1 hour for the Etchells.
Vessels finishing more then 30 minutes after the first finisher will
be scored Did Not Finish (DNF). The RC may award the last 3 vessels
their finish position should conditions make it impractical to await
their finish.
14.
PROTESTS: Protests shall be written on protest forms
provided by the RC and filed within 30 minutes from the time the RC
boat returns to the dock.
15.
SPECIAL INSTRUCTIONS: At no time shall any vessel touch
any dock not belonging to DIYC. Failure to do so will result in a
DSQ for that day's racing for the first offense and a DSQ for the
series for the second offense. No vessels (competitors) are
permitted to cross the vessel in the eastern end of the crane
horseshoe or touch any vessel in any DIYC slip.
16.
SCORING: To qualify for the series and overall trophy
JY15’s and Lasers must compete in 50% of the races to qualify, and
will throw out 20% of their worst finishes For the Etchells, a
minimum of 70% of the races must be completed by a competitor to
qualify for series points awards. A 20% throw out allowed. To
be clear, if 24 races are sailed there will be 4 races thrown out.
The number of throw outs will be rounded down to the nearest lower
integer. The JY15 and Laser season is to be sailed in 2 separate
series. The average of scoring based on place between Series 1 and 2
will determine the overall season placement. For example: 1st
and 3rd is an average of 2nd place and shall
be ranked accordingly. Etchells will be scored as one series.
17.
RADIO COMMUNICATIONS: RC will monitor VHF Channel 69.
