1. RULES
The series will be governed by
the "rules" as defined in the Racing Rules of Sailing.
2. NOTICES TO COMPETITORS
Notices to competitors will be
posted on the official notice board located on the front of the
Duck Island Yacht Club on the parking lot level.
3. CHANGES TO SAILING
INSTRUCTIONS
Any change to the sailing
instructions will be posted before 0900 on the day it will take
effect, except that any change in the schedule of races will be
posted by 2000 on the day before it will take effect.
4. SIGNALS MADE ASHORE
4.1 Signals made ashore will be
displayed from the flagstaff at the Clubhouse and heard from the
deck of the Clubhouse.
4.2 When flag AP is displayed
ashore, "1 minute" is replaced with "not less than 30 minutes"
in the race signal AP
5. SCHEDULE OF RACES
5.1 Racing is scheduled for May 27 June 10, July 8,
22**, and August 12, 26.
5.2 The scheduled time of the
first warning signal on all dates is 1830.
6. CLASS FLAGS
The class flag for each class
will be the numeral pennant corresponding to the class number,
that is, numeral pennant "1" for Class One, numeral pennant "2"
for Class Two, and so forth.
7. RACING AREAS
Attachment A shows the
location of racing areas.
8. THE COURSES
8.1 The courses for each race
will be selected and displayed by the Race Committee immediately
prior to the first warning of each race.
8.2 Courses will be signaled by
letter placards displayed on a course board on the Race
Committee signal boat. The Race Committee will designate a
course for each class by displaying the class number in the top
row followed from top to bottom by the course to be sailed,
which will be designated by a letter for each successive mark of
the course. A numeral below the last mark designator letter
indicates the number of times that the course shall be sailed.
8.3 All courses are to be sailed
by leaving each mark after the starting mark to the side of the
boat designated by red or green flags flown from the Race
Committee signal boat after the warning signal for each class.
If the flag flown from the Race Committee signal boat is red,
then all marks (except the finishing mark) shall be left to
port. If the flag flown from the Race Committee Signal boat is
green, then all marks (except the finishing mark) shall be left
to starboard. The finishing mark shall be left according to the
definition of finishing.
9. MARKS
9.1 The marks used by the Race
Committee are as follows (the location of each mark is
approximate):

9.2 All Temporary Marks will be
of the inflatable kind and may be orange or yellow and in the
shape of a sphere, cylinder or pyramid.
9.3 When an offset mark is used
near the weather mark, it must be rounded properly after
rounding the weather mark.
10. THE START
10.1 Races will be started by
using rule 26 with the warning signal given 5 minutes before the
starting signal.
10.2 The starting line will be
between a staff displaying an orange flag on the Race Committee
signal boat at the starboard end and the port-end starting mark.
10.3 The starting area will be a
square behind the starting line the 4 sides of which are equal
in length to the starting line. Boats whose warning signal has
not been made shall avoid the starting area.
11. CHANGE OF POSITION OF THE
NEXT MARK
The following is added to rule
33. A signal board with the numbers of the classes for which the
change of course applies will be used. The new mark may not be
in position at the time the change is signaled.
12. THE FINISH
The Finish line of a race will
be between an Orange Flag on the Race Committee signal boat and
a finishing mark that will be the last mark designated on the
course board. The finish mark shall be left in accordance with
the definition of finishing in the Racing Rules of Sailing.

14. TIME LIMIT
14.1 The Time Limit for each
class will be two and a half (2 ½) hours from the start of the
class.
14.2 A boat failing to finish
within the time limit will be scored "Did Not Finish," even if
one or more boats of the same class have already finished within
the time limit. This changes rule 35.
15. PROTESTS
15.1 Protest forms are available
at the Clubhouse. Protests shall be delivered there within the
protest time limit.
15.2 The protest time limit is
one hour after the last boat has finished.
15.3 Notices will be posted
within 30 minutes of the protest time limit to inform
competitors of hearings in which they are parties or named as
witnesses. Hearings will be held at the location and time posted
in the notices.
15.4 Notices of protest by the
Race Committee or Protest Committee will be posted to inform
boats under rule 61.1(b).
16. SCORING
16.1 The Low Point scoring system of
Appendix A will apply.
16.2 If five or fewer races are
conducted in a series, each boats total score will be the sum of
its scores for all races. If six or more races are completed, each
boats score will be the sum of its scores for all races, excluding
the worst score. This changes rule A2.
16.3 A boat that is scored "Did Not Finish" will be scored points
for the finishing place equal to the number of boats in its class
competing in the race. A boat that did not start, did not compete, retired after
finishing, or was disqualified shall be scored points for the
finishing place one more than the number of boats in its class
registered for the series. This changes rules 35 and A4.
16.4 The finishing places of boats
in PHRF classes will be determined using the time correction factors
obtained from the "time-on-time" system and PHRF handicap numbers
provided through The Eastern Connecticut Sailing Association. A
valid PHRF or DIYC Club certificate is required for a boat to be
scored in a race.
16.5 If less than all classes start
a race, the race shall be counted as a race for only those classes
that actually start, for the purposes of determining whether each
boat in a class may exclude its worst score in determining series
scores. A minimum of three boats starting is required for a class to
be scored.
17. SAFETY REGULATONS
17.1 All boats must,
upon approaching the Starting Area, check in with the Race
Committee Signal Boat prior to the first warning, by hailing or
by VHF radio on Channel 68. The Race Committee will respond to
the call "Duck Island
Race Committee."
17.2 A boat that
retires from a race shall notify the race committee as soon as
possible.

24. RADIO COMMUNICATIONS
24.1 A boat shall neither make radio transmissions not
receivable by all boats while racing, nor receive radio
communications not available to all boats. This restriction also
applies to mobile telephones.
24.2 The Race Committee will use
VHF channel 68 for all communications. The Race Committee will
not respond to transmissions from competitors except to
acknowledge retirements, protests or requests for emergency
assistance. Broadcasts concerning Race Committee intentions, the
course to be sailed, starting times, range and bearing of
temporary marks, course changes, etc., are made as courtesies
only. Failure of the Race Committee to make a broadcast, the
timing of a broadcast, or the failure of a boat to hear a
broadcast, shall not be grounds for redress under rule 62.1(a).
25. PRIZES
25.1 Prizes will be awarded for the first three places in
each class for which there are five or more boats entered. Prizes
will be awarded for the first two places in each class for which
there are four boats entered. A prize will be awarded
for first place only in any class for which there are less than
four boats entered. All prizes and the trophy will be presented
at the DIYC annual awards banquet at the conclusion of the
racing season.
25.2 Traditional token prizes
for the first three places in each class in each race will be
presented at the end of each days racing when results are
announced at the Clubhouse.
26. DISCLAIMER OF LIABILITY
Competitors participate in the
series entirely at their own risk. See rule 4, Decision to Race.
The organizing authority will not accept any liability for
material damage or personal injury or death sustained in
conjunction with, or prior to, during, or after the series.
