The series will be
governed by the “rules” as defined in the Racing Rules of
Sailing.
2. NOTICES TO
COMPETITORS
Notices to
competitors will be posted on the official notice board located
on the front of the Duck Island Yacht Club on the parking lot
level.
3. CHANGES TO
SAILING INSTRUCTIONS
Any change to the
sailing instructions will be posted before 0900 on the day it
will take effect, except that any change in the schedule of
races will be posted by 2000 on the day before it will take
effect.
4. SIGNALS
MADE ASHORE
4.1 Signals made
ashore will be displayed from the flagstaff at the Clubhouse and
heard from the deck of the Clubhouse.
4.2 When flag AP is
displayed ashore, “1 minute” is replaced with “not less than 30
minutes” in the race signal AP
5. SCHEDULE OF RACES
5.1 Racing is
scheduled for October 18, 2008.
5.2 The scheduled
time of the first warning signal is 1100.
5.3 Time and weather
allowing, a second race may be conducted for certain classes.
If a second race is to be conducted, the signal “AP” will be
displayed, along with the appropriate class flag, from the Race
Committee signal boat, no sooner than the finish of the first
boat in the class. The “AP” signal and class flag will be
lowered accompanied by one sound signal, one minute before the
warning signal for the second race.
6. CLASS FLAGS
The class flag for
each class will be the numeral pennant corresponding to the
class number, that is, numeral pennant “1” for Class 1, numeral
pennant “2” for Class 2, and so forth.
7. RACING
AREAS
Attachment
A shows the location of racing area. Note that the area extends
to the west, south, and east of the chart limits in Attachment
A. Some marks listed in section 9.1 may therefore not be
illustrated.
8. THE
COURSES
8.1 The courses for
each race will be selected and displayed by the Race Committee
immediately prior to the first warning of each race.
8.2 Courses will be
signaled by letter placards displayed on a course board on the
Race Committee signal boat. The Race Committee will designate a
course for each class by displaying the class number in the top
row followed from top to bottom by the course to be sailed,
which will be designated by a letter for each successive mark of
the course. A numeral below the last mark designator letter
indicates the number of times that the course shall be sailed.
8.3 All courses are
to be sailed by leaving each mark after the starting mark to the
side of the boat designated by red or green flags flown from the
Race Committee signal boat after the warning signal for each
class. If the flag flown from the Race Committee signal boat is
red, then all marks (except the finishing mark) shall be left to
port. If the flag flown from the Race Committee Signal boat is
green, then all marks (except the finishing mark) shall be left
to starboard. The finishing mark shall be left according to the
definition of finishing.

9.2 All Temporary
Marks will be of the inflatable kind and may be orange or yellow
and in the shape of a sphere, cylinder or pyramid.
9.3 When an offset
mark is used near the weather mark, it must be rounded properly
after rounding the weather mark.
10 THE START
10.1 Races will be
started by using rule 26 with the warning signal given 5 minutes
before the starting signal. Classes will start their first
races of the day in numerical order.
10.2 The starting
line will be between a staff displaying an orange flag on the
Race Committee signal boat at the starboard end and the port-end
starting mark.
10.3 The starting
area will be a square behind the starting line the 4 sides of
which are equal in length to the starting line. Boats whose
warning signal has not been made shall avoid the starting area.
11. CHANGE OF
POSITION OF THE NEXT MARK
The following is
added to rule 33. A signal board with the numbers of the classes
for which the change of course applies will be used. The new
mark may not be in position at the time the change is signaled.
12. THE FINISH
The Finish line of a
race will be between an Orange Flag on the Race Committee signal
boat and a finishing mark that will be the last mark designated
on the course board. The finish mark shall be left in accordance
with the definition of finishing in the Racing Rules of Sailing.

14. TIME LIMIT
14.1 The Time Limit
will be 1630 hours for all classes.
14.2 A boat failing
to finish within the time limit will be scored “Did Not Finish,”
even if one or more boats of the same class have already
finished within the time limit. This changes rule 35.
15.
PROTESTS
15.1 Protest forms
are available at the Clubhouse. Protests shall be delivered
there within the protest time limit.
15.2 The protest time
limit is one hour after the last boat has finished.
15.3 Notices will be
posted within 30 minutes of the protest time limit to inform
competitors of hearings in which they are parties or named as
witnesses. Hearings will be held at the location and time
posted in the notices.
15.4 Notices of
protest by the Race Committee or Protest Committee will be
posted to inform boats under rule 61.1(b).
16.
SCORING
16.1 The Low Point
scoring system of Appendix A will apply for any class for which
more than one race is sailed. Each boat’s total score will be
the sum of its scores for all races. This changes rule A2.
16.2 In any class for which more than one race is sailed, a boat
that is scored “Did Not Finish” will be scored points for the
finishing place equal to the number of boats in its class
competing in the race. A boat that did not start, did not
compete, retired after finishing, or was disqualified shall be
scored points for the finishing place one more than the number
of boats starting at least one race in its class. This changes
rules 35 and A4.
16.4 The finishing
places of boats in PHRF classes will be determined using the
time correction factors obtained from the “time-on-time” system
and PHRF handicap numbers provided through The Eastern
Connecticut Sailing Association. The time correction factor for
each boat will be the quotient of 650 divided by the sum of 550
plus the PHRF rating number of the boat (650/[550+PHRF]). A
valid PHRF or DIYC Club certificate is required for a boat to be
scored in a race. Boats in one-design classes will be scored
according to their order of finish places
17.
SAFETY REGULATONS
17.1
All
boats must, upon approaching the Starting Area, check in with
the Race Committee Signal Boat prior to the first warning, by
hailing or by VHF radio on Channel 68. The Race Committee will
respond to the call “Duck Island Race Committee.”
17.2 A
boat that retires from a race shall notify the race committee as
soon as possible.

24. RADIO COMMUNICATIONS
24.1 A
boat shall neither make radio transmissions not receivable by
all boats while racing, nor receive radio communications not
available to all boats. This restriction also applies to mobile
telephones.
24.2 The Race
Committee will use VHF channel 68 for all communications. The
Race Committee will not respond to transmissions from
competitors except to acknowledge retirements, protests or
requests for emergency assistance. Broadcasts concerning Race
Committee intentions, the course to be sailed, starting times,
range and bearing of temporary marks, course changes, etc., are
made as courtesies only. Failure of the Race Committee to make a
broadcast, the timing of a broadcast, or the failure of a boat
to hear a broadcast, shall not be grounds for redress under rule
62.1(a).
25. PRIZES
Prizes will be awarded for the first three places for the
series in each class provided at least six boats have competed
in the class. Prizes will be awarded for the first two places
in the series for any class in which four or five boats have
competed. For any class in which less than four boats compete,
a prize will be awarded only for first place in the series. The
Thundermug Trophy will be awarded to the boat, entered by a Club
member, with the best corrected time performance as determined
by the Race Committee. All prizes except the Thundermug Trophy
will be presented at the party following the regatta. The
Thundermug trophy will be presented at the DIYC annual awards
banquet at the conclusion of the racing season.
26.
DISCLAIMER OF LIABILITY
Competitors participate in the series entirely at their own
risk. See rule 4, Decision to Race. The organizing authority
will not accept any liability for material damage or personal
injury or death sustained in conjunction with, or prior to,
during, or after either or both series.
