The regatta
will be governed by the “rules” as defined in the Racing
Rules of Sailing.
2. NOTICES TO COMPETITORS
Notices to
competitors will be posted on the official notice board
located on the front of the Duck Island Yacht Club on
the parking lot level.
3.
CHANGES TO SAILING INSTRUCTIONS
Any change
to the sailing instructions will be posted before 0900
on the day it will take effect, except that any change
in the schedule of races will be posted by 2000 on the
day before it will take effect.
4.
SIGNALS MADE ASHORE
4.1 Signals
made ashore will be displayed from the flagstaff at the
Clubhouse and heard from the deck of the Clubhouse.
4.2 When flag
AP is displayed ashore, “1 minute” is replaced with “not
less than 30 minutes” in the race signal AP
5. SCHEDULE OF RACES
5.1 Racing is
scheduled for Friday and Saturday, 8-9 August 2008
5.2 The
scheduled time of the warning signal is 1830.
6. CLASS FLAGS
The class
flag for each class will be the numeral pennant
corresponding to the class number, that is, numeral
pennant “1” for Class One, numeral pennant “2” for Class
Two, and so forth.
7.
RACING AREA
The racing area will be eastern Long Island Sound,
Gardiners Bay and
Block Island Sound.
8.
THE COURSE
8.1 The courses for
the
race will be selected and displayed by the Race Committee
immediately prior to the first warning.
8.2 The course will be
signaled by a numeric placard displayed on a course board on the Race
Committee signal boat. The Race Committee will designate a course
for each class by displaying the class number in the top row
followed underneath by the number of the course to be sailed.
8.3
The
course will be one of the four described below:

Duck Island west
breakwater "2DI" (to port), through Plum Gut, to
Constellation Rock R "2" (to port), to Valiant rock
G "1A" (to port), and back to Duck Island west
breakwater "2DI" to finish as described in item 11.
"THE FINISH". Distance is approximately 41 nm.

Duck Island west
breakwater "2DI" (to port), through Plum Gut, to
Cerberus Shoal G "9" (to port), to Valiant rock G
"1A" (to port), and back to Duck Island west
breakwater "2DI" to finish as described in item 11.
"THE FINISH". Distance is approximately 51 nm.

Duck Island west
breakwater "2DI" (to port), through Plum Gut, to G "BIS"
off of Montauk Point (to port), to Valiant rock G
"1A" (to port), and back to Duck Island west
breakwater "2DI" to finish as described in item 11.
"THE FINISH". Distance is approximately 73 nm.

Around Block Island - Leaving the Island to Port -
honoring the following: Duck Island west
breakwater "2DI" (to port), Red "4" Southwest of
Block Island (to port), Red "2" South of Block
Island (to port), Green "1" Southeast of Block
Island (to port). Green "3", "5", "7" (to port).
Green "1BI" (to port), and back to Duck Island west
breakwater "2DI" to finish as described in item 11 "
THE FINISH" . The distance is approximately 107nm.
9. MARKS
The mark used by the Race Committee are
described in item 8. "THE COURSE".
10. THE
START
10.1 Races
will be started using rule 26 with the warning signal
given 5 minutes before the starting signal. All
classes will start together, and the warning signal for
the combined start will be numeral pennant “1”. This
modifies Rule 26.
10.2 The
starting line will be between a staff displaying an
orange flag on the Race Committee signal boat at the
starboard end and the port-end starting mark.
11.
THE FINISH
The finish
line of the race will be a line extending from the Duck
Island west breakwater "2DI" to the Kelsey Point
Breakwater light tower. A boat
will be considered to have finished when the finish mark
"2DI" mark
bears 68 degrees (magnetic) from that boat. Each boat
shall take its own finish time and report it to the Race
Committee by telephone to

by voice or text message. Times shall be
reported as Eastern Daylight Time. Each boat shall
synchronize its time with times signals received either
by GPS or from radio station WWV.
12.
TIME LIMIT
The Time
Limit for all classes will be 1830 hours, Eastern
Daylight Time, on Saturday,
9 August 2008
13.
PROTESTS
13.1 Protest
forms will be available from the Race Committee
representative at the Duck Island Yacht Club. Protests
shall be delivered to the Race Committee representative
at the Duck Island Yacht Club within the protest time
limit.
13.2 The
protest time limit is 2000 hours, Eastern Daylight Time,
on Monday, 11 August 2008. The Race Committee will
extend the time limit upon notification by telephone (at
860-227-2399) that a boat is protesting but cannot make
actual delivery of the written protest within the limit.
13.3 Notices
will be posted within 30 minutes of the protest time
limit to inform competitors of hearings in which they
are parties or named as witnesses. Hearings will be
held at the location and time posted in the notices.
13.4 Notices
of protest by the Race Committee or Protest Committee
will be posted to inform boats under rule 61.1(b).
14.
SCORING
The finishing
places of boats will be determined using the time
correction factors obtained from the “time-on-time”
system and PHRF handicap numbers provided through the
Eastern Connecticut Sailing Association. The time
correction factor for each boat will be the quotient of
650 divided by the sum of 450 plus the PHRF rating
number of the boat (650/[450+PHRF]).
A valid PHRF or DIYC Club certificate is required for a
boat to be scored in a race.
15. SAFETY REGULATONS
15.1
All
boats must, upon approaching the Starting Area, check in
with the Race Committee Signal Boat prior to the first
warning, by hailing or by VHF radio on Channel 68. The
Race Committee will respond to the call “Duck
Island Race Committee.”
15.2 A boat
that retires from a race shall notify the race committee
by telephone at
860-227-2399 by voice or text message as soon as possible.
15.3 Each
finishing boat shall notify the race committee of its
finish by reporting its finishing time by telephone at
860-227-2399
by voice or text message as soon as possible after the finish.
15.4
Jacklines must be installed
on each boat, and all topside crew shall wear harnesses
readily attachable to the jacklines.
16. Radio Communication
The Race
Committee will use VHF channel 68 for radio
communications. The Race Committee will not respond to
transmissions from competitors except to acknowledge
finish reports, retirements, protests or requests for
emergency assistance. Broadcasts concerning Race
Committee intentions, the course to be sailed, starting
times, etc., are made as courtesies only. Failure of the
Race Committee to make a broadcast, the timing of a
broadcast, or the failure of a boat to hear a broadcast
shall not be grounds for redress under RRS rule 62.1(a).
17. DISCLAIMER OF LIABILITY
Competitors
participate in the race entirely at their own risk. See
Rule 4, Decision to Race. The organizing authority will
not accept any liability for material damage or personal
injury or death sustained in conjunction with or prior
to, during, or after the race.
18.
PRIZES
Prizes will be awarded for the first three places in
each class, provided there are at least six competitors
in the class. If there are four or five competitors in
a class, prizes will be awarded for the first two
places. If there are less than four competitors in a
class, a prize will be awarded only for first place
